Is it near the roaring River?
Not really. You are in the right general vicinity (district wise), but it isn't very close to the Roaring River. Don't know if that helps or not.
from Ripplebrook, do u access the TH by turning up the oak grove fork, or the main Clackamas

Well, neither really. This trail would be north of the Roaring River. You don't go through Ripplebrook to get there.
Hmm only other guess I've got is maybe one of the trails near Estacada that lead to Old Baldy. Abbot Road and Roaring River being the northern boundary of the district is making this interesting

You are on the right track. Remember - Old Baldy is essentially the northern boundary for the district in that area. At least that was my understanding. I've always had trouble knowing exactly where the boundaries were.
